On Monday, North Dakota Governor Jack Dalrymple ordered immediate evacuation of the protesters at the pipeline site, citing harsh winter conditions. Now, authorities have decided to fine anyone bringing food, supplies, or even portable bathrooms to the protesters, in an attempt to smoke them out.

But curiously, the governor did not authorize law enforcement officials to carry out the evacuation order. The Standing Rock Sioux tribe said that the officials just want to cause fear, and called the decision a “blatant attempt by the state and local officials to usurp and circumvent federal authority.” And yesterday, the National Lawyers Guild filed a civil rights complaint on behalf of injured protesters, saying that there were no warnings or orders to disperse before the police started using pepper spray and water cannons on people. Neither side seems ready to give up yet.
