It’s called the Top 1 percent Accountability Act. Introduced by Wisconsin Democrat Gwen Moore, this bill will check the scale. It will require anyone who wants to claim $150,000 or more in itemized deductions to submit to a drug test. The same idea has been applied to those below the poverty line when they apply for food stamps. Moore said she was inspired by Speaker Paul Ryan’s anti-poverty brief and is “sick and tired” of the criminalization of poverty.
