Rockford, Illinois, occupies the second spot on Law Street’s list. Rockford is located in north-central Illinois and is the third largest city in Illinois. The decrease appears to have been across the board, with modest drops in the number of rapes, robberies, and aggravated assaults. Rockford also had a small drop in its number of murders, from 19 to 17.
