Ohio Governor John Kasich just vetoed a bill that would have limited the state’s renewable energy laws and made certain restrictions voluntary for two years. House Bill 554 was one of many bills that Kasich vetoed on Tuesday, along with one that would allow a $264 million tax break for the oil and gas industry.

The bill would affect rules that require electricity utilities to meet certain standards when it comes to environmental sustainability. These laws have already been frozen for two years, and if passed, House Bill 554 would have made it voluntary for companies to follow the standards. Instead, they will now go back into effect. Though the Republican-controlled House and Senate passed the bill, enough representatives voted against it that it could still be vetoed. But many disagreed with Kasich’s actions. Senator Bill Seitz (R-Cincinnati) who was in support of the bill, stated:

It is apparent that Gov. Kasich cares more about appeasing his coastal elite friends in the renewable-energy business than he does about the millions of Ohioans who decisively rejected this ideology when they voted for President-elect Trump.

Another Republican, Bill Coley, said requiring energy to be renewable is the same thing as forcing people to eat kale.

The renewable energy standards were frozen in 2014 because opponents criticized them as leading to increased costs for electric companies. A special committee was set up to come up with another solution, and concluded that the freeze should be indefinite. The House and Senate passed House Bill 554 earlier this month in response.

Kasich said in a statement about the veto that passing the bill would make Ohio less attractive for businesses that are likely to generate a lot of jobs in the near future, “such as high-technology firms.” Many tech companies put the environment and sustainability high on their list of priorities; for example Amazon has invested a lot of money in Ohio and supports renewable energy policies.

The GOP has called for two extra sessions on Wednesday and Thursday and might try to override the governor’s veto. They are expected to bring up the disputed so-called heartbeat abortion bill, which Kasich also vetoed.

In Paris, officials are making use of excess heat from electrical appliances to heat up the city’s swimming pools. This environmentally friendly move is spearheaded by Jean-François Martins, deputy mayor in charge of sports. He wants to make swimming pools more sustainable. Paris is in the running to host the 2024 Olympic Games, and becoming more eco-friendly would help its chances both to win the bid, and to save money in the process.

Specifically, France is utilizing the excess heat from computer servers and sewage systems. Wastewater coming from 2.2 million Parisians’ sinks, toilets, washing machines, and dishwashers keep a temperature of about 55 to 68 degrees Fahrenheit. Some swimming pools are being built on top of the sewers, so that the water and waste run directly underneath the pool, where the heat gets captured through metal plates in the pipes. Then, a pump system transfers the warmth to the pool water. Next year, a start-up company is planning to install several hundred computer servers in the basement of a building with a swimming pool in the city’s 13th Arrondissement. The heat generated by the servers will be captured and transferred to a boiler that warms up the water as well as locker rooms. “We wish to reduce the environmental impact and ecological footprint of these facilities, while reducing chemical product use,” said Martins.

On the whole, Paris is making an effort to be progressive on climate issues. The city’s mayor, Anne Hidalgo, recently announced a ban on car traffic on a two-mile stretch along the Seine. The area will be transformed into a river promenade for pedestrians and cyclists. As a part of Hidalgo’s anti-pollution campaign “Paris Breathes,” the plan had the support of 55 percent of Parisians, even though some on the right opposed it. Paris is actually one of the most polluted cities in the European Union and air pollution is calculated to contribute to 2,500 deaths in the inner city every year.

Monday, December 12 marks the one-year anniversary of the adoption of the Paris agreement, the first global deal aimed at battling climate change. Representatives from 200 nations met in Paris and agreed to cut greenhouse gas emissions. President-elect Donald Trump has previously said that he will withdraw from the Paris agreement when he takes office. On Sunday he said, “nobody really knows” why climate change happens, but claimed that he is “open-minded.” Both France’s President Francois Hollande and its former president, Nicolas Sarkozy, reacted to the statement. Sarkozy suggested a tariff on imported American products in case Trump backs out. Hollande said: “The United States, the most powerful economy in the world, the second-largest emitter of greenhouse gases, must respect the commitments that were made. It’s not simply their duty, it’s in their interest.”

Scandinavian countries are already among the best in the world when it comes to boasting low levels of carbon emissions, garbage recycling, and sustainable living. Sweden recycles 99 percent of its garbage, and now Norway has pledged to become climate neutral by 2030–20 years earlier than previously planned. Norway currently emits around 53 million tons of carbon dioxide each year.

On Tuesday night the Norwegian parliament agreed to accelerate its CO2 cutting program to try and meet the carbon emission goals that were set for 2050 two decades sooner. But this might be hard to accomplish considering Norway’s major export products are oil and gas. The leader of the Norwegian Green Party Rasmus Hansson said: “This is a direct response to the commitments Norway took on by ratifying the Paris agreement and means that we will have to step up our climate action dramatically.”

The climate talks in Paris took place in December 2015 and resulted in the world’s first legally binding agreement concerning the global climate. In total, 196 countries agreed to keep global warming down and reduce emissions.

The ruling Progress and Conservative parties voted no to the proposal on Tuesday, with the argument that overly ambitious reductions today could result in interference with future climate negotiations.

However, the next step is for the government to go back to Parliament to discuss how to implement the change. Some ways to achieve the ambitious goal are to work for the reduction of gas-fueled cars (24 percent of the country’s cars are already electric), increase the use of wind power, and emissions trading.

At the end of May, Norway voted to commit to zero deforestation, making it the first country in the world to do so. This means that no product that has contributed to deforestation will be used or sold in Norway. The country has also donated money to other countries’ rainforest preservation efforts, such as Guyana and Brazil.

Norway’s commitment to zero deforestation led Alec Baldwin to tweet this video greeting:

U.S. Secretary of State John Kerry was also in Oslo on Wednesday signing a deal for a closer cooperation between the nations on protecting the world’s forests.

Portland, Oregon, has long been heralded as one of the hottest cities for millennials. Home to Lewis & Clark Law School, it’s also a great city for young lawyers, as well as young aspiring lawyers. The Economy

Things are looking relatively good for Portland’s economy. Food Scene

Portland’s food scene is consistently ranked as one of the best in the U.S. The city has also been ranked as one of the most affordable U.S. cities when it comes to good cuisines–great news for any aspiring foodies who are in law school or pre-law and don’t want to break the bank. There’s lots of great niche food there too–from great local craft brews to vegetarian and vegan selections.

The Population

Portland has seen a huge increase in population growth over the last few years. Portland had the 15th largest metro-area population growth in 2013-2014 (out of the top 50 largest metro areas.) With a population now at 2.35 million, Portland saw 33,500 new residents move into its metro area borders from 2013-2014 alone. Nearly half of those new residents came from different areas of the country, and another 15 percent are international transplants. That kind of wide breadth of transplants is sure to lead to a mix of cultures and voices.

Ted Reid, who works on Metro Planning in the area, explained:

This population growth speaks to the attractiveness of our region’s communities as places to live and work. With two-thirds of the growth coming from people moving here from elsewhere, this is right in line with our long-term forecast. The challenge that we have is to improve people’s quality of life as the population grows. More than ever, there’s a need to plan ahead.

Sustainability and Focus on the Environment

Portland is all about sustainability. Take, for example, the commuting scene in Portland. Portland has a fantastic public transit system, and it’s one of the most bike-friendly cities in the nation. From 2000-2014, the number of workers in Portland who commute by bike jumped from 1.8 percent to 6.1 percent. According to the League of American Bicyclists, Portland was the city with the highest number of bike commuters in 2013.

Portland also extends its focus on sustainability to the food scene, which in addition to being fantastic (see above) has a big commitment to using locally-sourced ingredients. Portland has standout green policies and follow-through: the city’s recycling rate is almost 60 percent, which is pretty impressive compared to the nationwide rate of 34.1 percent. The city-wide composting program is also unique and shows commitment to environmental responsibility.

And if you’re rolling your eyes about the fact that you already knew about Portland’s sustainability track record from the show “Portlandia,” that’s alright, because Portland’s sustainability chief Susan Anderson admits that the show draws some inspiration from real life. She said about Portlandia:

I always say it’s less of a parody and more of a biography. Our [former] mayor is the mayor’s assistant [on the show]. What’s interesting are the parts that [make] people in other cities think, ‘Aw, I wish we were that place.’ It’s not the over-the-top, goofy parts, but the human-scale part of Portland. It’s really walkable and there are restaurants on the corners and there are food carts everywhere. The air and water are generally very clean. You can recycle everything. Portlandia is a parody but a lot of those things are actually normal here.

The Legal Field

Portland’s legal scene will see new challenges in coming years–including an attempt to regulate the burgeoning marijuana market, now that Oregon has legalized it. While the legal market in Portland isn’t necessarily as robust as other parts of the U.S., a large pool of practical training opportunities are available for law school students while they’re still studying. For example, there’s the Oregon Justice Resource Center, which worked to start a new branch of the Innocence Project. The Innocence Project works to free those who have been wrongfully convicted. The OJRC allows law students to provide attorneys with research and assistance on death penalty cases.

Portland is also a center of change and growth in business that may be reflected in the legal field in years to come. There’s been a rise in IP and patent work, probably tied to the fact that Portland is a leading tech hub–its tech talent growth has outpaced Silicon Valley’s. Other of Portland niches, such as sustainability and food ethics, have also found a way to shine within Portland’s legal market. For example, Lewis & Clark Law recently hosted a forum to discuss food law. It’s a revolutionary and developing facet of law that promises to grow as Americans become concerned about the ethics of eating. Another field being pioneered in Portland is Animal Law, as the Center for Animal Law Studies is located there. Its annual Animal Law Conference  tasks itself to take on “cutting-edge global animal law issues including protecting animals in their native countries; international marine mammal challenges; animal testing outside the US; factory farming worldwide; animals in constitutions; litigation and legislation updates; and much more.”

Portland’s Lewis & Clark Law School, the top-ranking law school in the country for Environmental and Energy Law, opened its doors for the first “Eat, Pray, Law” food forum on March 13, 2015. Food affects pretty much every part of our lives, and concerns about food exist at every level. From an individual perspective, we all obviously want to be comfortable with the nutrients we put into our bodies; on a larger scale, questions of sustainability, regulation, and equality all have their parts to play in a discussion about the ethics and legal issues of our food industry. In an attempt to answer some of those questions, Lewis & Clark brought together a day of panels to engage in lively discussion on some of the most pressing questions in food law.

I had the opportunity to speak to two of the event’s organizers, Janice Weis, the Associate Dean and Director of the Environmental & Natural Resources Law Program, and Vytas Babusis, a 2L and the President of the law school’s Food & Wine Law Society, in order to answer some of my questions about the event’s inception, purpose, and reception.

The fact that there’s been rising interest in topics such as sustainable eating, food justice, and food ethics is no surprise. But Dean Weis reports seeing a noticeable uptick in applicants who cite food law and policy as topics of interest in recent years. Given Lewis & Clark Law’s cutting edge environmental, animal, and business law programs, delving into the different facets of those issues seemed like a natural fit. It was out of this collaboration that the “Eat, Pray, Law” forum was born.

The event hosted at least 120 attendees, although Babusis told me he believed there were more who were drawn in at the last moment who had not registered. The day started out with a keynote speech from Congressman Earl Blumenauer, who represents Oregon’s third district.

Blumenaur discussed the ongoing attempts to overhaul the “Farm Bill” to reflect current food policies and public consciousness.

Each of the three departments–environmental law, business law, and animal law–had a panel that loosely corresponded to it. Weis told me the panels touched on a veritable “potpourri” of hot issues in food law. Most interestingly, she also reported that while each panel had its own focus, consistent themes were apparent across the discussions–a good reminder that so many aspects of food law and policy intertwine and intersect.

One of those consistent themes was a focus on transparency–consumers want to know what is in their food, where it comes from, and the collateral effects of its production. This applies across the board–from consumers reporting these concerns, to the possibility of government regulations to ensure greater transparency, to businesses making the commitment to provide greater transparency.

The day wrapped up with a discussion on food justice. Babusis explained food justice as he sees it by saying,

For me “food justice” is doing the right thing for the planet and for the people in every aspect along the food chain.

He continued:

If we truly understand where our food grows, how to grow it sustainably regenerating the soil and what we have to do to feed people the right food from plants to animals, then we are better prepared to make laws which encourage that and know best how to help those in the industry from employment, IP and business law, to environmental and animal advocacy.

An important facet of food justice is the accessibility of food for many of our low-income citizens. “Food deserts” are defined by the Department of Agriculture as:

Urban neighborhoods and rural towns without ready access to fresh, healthy, and affordable food. Instead of supermarkets and grocery stores, these communities may have no food access or are served only by fast food restaurants and convenience stores that offer few healthy, affordable food options.

Essentially, it’s all very well and good if sustainable, transparent food is made a higher priority, but it needs to be made a higher priority for all of our citizens. The last panel at “Eat, Pray, Law” brought in members of the community for a tangible discussion on promoting food justice and accessibility.

Weis said that they plan on reprising the event again next year, and continuing to expand opportunities for students to discuss and become involved in food law. Overall, this panel was a great example of the innovative work going on at Lewis & Clark Law with regard to the intersections between food, animal, business, and environmental law.

Stepping away from the Bedouin camp, I gingerly ventured into Israel’s Negev Desert. A sufficient number of yards out, the few lights emanating from the settlement had been reduced to a glow in the distance. Having grown up outside of New York City, the bright lights often projected a yellow-orange hue onto the night sky. Every now and then under ideal conditions, the nearest and brightest stars would puncture the cloak, enabling a view of the Big Dipper, Orion, and some others. But out in the Negev, the sky was unencumbered by such drapes and positively glittered. A pale band of light unfolded across the view, dividing the sky in half. This was the Milky Way itself; I was looking from the inside out with a horizontal view of one of the spiral arms of our galaxy. I stood there frozen in time, awestruck and amazed. Ever since human beings emerged from their caves we have stared at the sky and wondered. We have pondered what it is like out there, where we came from, and how to find out. In this amazing age of technology and intellect, we are finally in a position to start answering those questions.

The latest giant leap in the exploration of the final frontier occurred on November 12 when the Philae landing probe of the Rosetta spacecraft touched down on the surface of Comet 67P, 310 million miles away. After a ten-year journey, Rosetta and its components represent the first occasion of a man-made object rendezvousing with a comet. Launched by the European Space Agency, its mission is to answer questions such as, “What were conditions like at [the solar system’s] infancy and how did it evolve? What role did comets play in this evolution? How do comets work?

Comets tend to be very old celestial bodies. Studying their composition and internal dynamics may shed light on what the composition of the solar system was during the early periods of its formation. Furthermore, some theories suggest that life on Earth arose as a consequence of comets, rich in carbon, passing by overhead and depositing the crucial element on the planet. Delving into the comet’s nature might help to understand if and which aspects of this assertion are reliable.

Some people criticize space missions in their entirety, questioning their purpose. General intellectual curiosity is one of the greatest attributes of human civilization; the ability to ask questions and seek answers is what makes us successful. In addition, the quest for intelligent life beyond our own atmosphere remains a productive cause. Regardless of whether one believes that there exist such entities or not, the only way to answer the questions is to try to find them. Some people are intimidated by the vast distances between points A and B in the galaxy and the immense amounts of time it takes to get there. The ten years required to make the Rosetta mission happen is a poignant example; however, we must remember that we are still at the early stages of space exploration.

As the renowned astronomer Carl Sagan pointed out, the amount of time required to travel from the Earth to another location in the solar system is comparable to the months or more necessary for European explorers in sailing ships to travel the local seas to the far reaches of the New World. In modernity, we hop these distances in no time at all. We stand at an early and exciting stage of space exploration, due to advance our civilization and guaranteed to become more seamless with time. We are, as Sagan eloquently put it, “on the shores of the cosmic ocean.

Furthermore, as we continue to threaten the health of our planet and our own existence therein, it might be wise to seek contingency plans. While it is a valid criticism that the search for “earth-like” planets is a narrow-minded quest for intelligent life, as there might exist other forms of life which do not require air to breathe or water to drink or are not based on carbon. We know what humans need to survive and so seeking out celestial bodies of this nature can still be to our benefit. While the idea of needing to abandon Earth because we pushed it into an inhospitable state is deplorable, it is a harsh reality for which we should not be unprepared.

On the other hand, this sounds like a get out of jail free card; we can do as we like with the Earth because we will have other places to go once we wreck it. This does not teach us to change our ways and be more responsible, as does the urgency of a one planet, one chance concept. It undercuts the entire concept of sustainability; no longer would we think of the Earth as a closed system in which it is necessary to run as close to 100 percent efficiency as possible. What’s to stop us from taking our civilization to a new planet and inflicting the same havoc there? Society is not in a position to expand its reach beyond the planet if we cannot first live healthfully, responsibly, and productively here. Who knows what kinds of consequences an industry like deep space mineral mining and importing back to Earth could have.

Yet if we are careful and insightful we can still learn and improve. Just as different types of natural and human environments are not closed systems but rather are interrelated and inextricably intertwined, the Earth in and of itself is not in fact a closed system but very much entrenched in its surrounding solar system and cosmic environment. The more we probe and explore, the better we can understand those dynamics and interactions just as we seek to understand the ones here at home. Ideally we will be a sustainable civilization by the time we officially establish our presence elsewhere, but in the meantime it is exciting and promising to look around and dream about going where no one has gone before.

Composting offers us a buffer against wasteful lifestyles and slightly reduces the environmental consequences that would result. It is up to us, however, not to depend on new practices as excuses for bad habits. We would be better off with a more successful attempt at getting children to eat healthy, or at the very least, not take the food on their trays if they absolutely will not eat it. The less we take, the less we dispose, which is a better practice regardless of the means of disposal.

A thrifty friend used to point out that the savings at a store sale are misleading. While a shopper can save money on a marked down item, he would save even more if he refrained from purchasing it in the first place, since they probably do not actually need it. One is lured in by the promise of a lesser burden, in this case financial. This concept applies to the disposal process as well.

Composting is a process by which food scraps and other organic leftovers are added to a specially prepared soil so as to create a nutrient-rich mixture. This is a sustainable practice for several reasons.

  1. Composting lessens the amount of trash we produce, which ultimately ends up in a landfill. One can break this process down further: consider the reduced amount of air and noise pollution that would result from fewer garbage trucks traveling the roads, or the reduced number of garbage bags produced (and the environmental consequences of the manufacturing process therein).
  2. Composting is recycling at its maximum. This special soil often serves as the site for small gardens, or even larger scale agricultural purposes. Composting uses waste to produce something new by natural means. Even formal recycling, which is still a vital practice in which everyone should partake, requires a detailed mechanized process of breaking down and re-manufacturing the products in order to be redistributed.
  3. Composting instills a sense of community participation and teamwork. Its sites are often locally oriented. People feel like they are pitching in and doing their part both to help the earth as individuals and as group, and working toward a more sustainable future.

A  recent New York Times article detailed the growth of the New York City school composting program, which started in 2012, and now includes more than two hundred schools. Again, this is a fantastic program and participants are confident that eventually public school composting will be city wide. The program does not encourage children to pursue healthier eating habits. The author of the article, Al Baker, quoted one school’s assistant principal who offered consolation by explaining that even though the children are not eating the healthy foods more, at least it’s not going to waste. Part of this sticky situation is a series of city health regulations that forbid the redistribution of foods once the packages have been opened, Baker clarifies. Therefore, when the children take the healthy foods on their trays and then do not eat them, it goes to composting instead of trash so this helps balance things out.

While this is true, composting offers us a buffer against wasteful lifestyles and slightly reduces the environmental consequences that would result. Rather, it is up to us not to depend on new practices as excuses for bad habits. We must be cautious not to be lulled into a false sense of accomplishment like when we buy store items on sale. I recently worked at a conservation society fundraiser where it was made known to the guests that food scraps would not be trashed, but composed, keeping with the organization’s philosophy. I was astounded by the amount of uneaten food that went into these receptacles. What was the cause of this? Of course, we as Westerners have been criticized by others, and rightly do not hesitate to criticize ourselves, for our overindulgence and lack of appreciation for the great gift that is a full belly three times per day. This seemed excessive, though. Could it be that people were less conflicted about not finishing their food because they knew that it would be composted and not trashed?

Fortunately, composting is probably here to stay. It offers us many opportunities and we should take advantage of them. The very fact that the concept is catching wind is indicative of the general trend in consciousness toward environmentally friendly behavior. But we must be cautious not to become too dependent on it, content to sit back and create waste knowing that somebody else will take care of the problem and turn negative impact into something positive and productive for us. Composting should be a calling card inviting us to take action on our own initiative.

Whether it’s burning fewer fossil fuels, recycling plastics, or finishing our vegetables, the path to sustainability lies not just in improved technologies or more efficient practices, but in responsible individual consumer decisions.
