One question that comes to mind is these mothers from where will the pay come for equal pay? Is it the business that hires one of these mothers who have been out of the labor market for a while and their skills have not kept up with a woman that has stayed in the labor market?
Or are you saying that the women who become mothers should be paid by the government? If so what about the women who have never worked and don’t plan on working should they also get this government pay? How about a man who stays with the kids either because there is no mother or the mother chooses to work should he get pat for taking care of the kids.
Now I ask if it might not be more economical for the government to take over the rearing the children. If the government took over the rearing of the children then the the children could be taught what they need to know and be hindered by the training given to the children by some groups.

Arbitration is, in some sense, a legal right shared by both men and women. The outcome of arbitration is not a right – it’s a judgement.

Name a legal right that men have and that women do not.
