Final stats are in. In 2014, Homicides plummeted 43 percent, (29 – lowest rate in 10 years) while criminal sexual conduct cases went down 15 percent. Burglaries totaled just over 1,800, down several hundred from 2013. Larceny is also down. Motor vehicle theft was 18 percent lower in 2014.

The reason a Chicago total for the four violent crimes is absent from the FBI Uniform Crime Reporting Program is because the UCR requires the reporting of the violent crimes of Homicide, Forcible Rape, Robbery, and Aggravated Assault.

However, the Chicago Police Department reports the crime of Forcible Rape under “Criminal Sexual Assault.” The CPD uses a definition of sexual assault as found in the Illinois Criminal Statues.

Therefore, the CPD definition deviates from and is not uniform with the FBI Uniform Crime Report. As a result, the Chicago statistics for Forcible Rape are not available to be included in the UCR. The Chicago statistics for the other three violent crimes of Homicide, Robbery and Aggravated Assault are compliant and are included in the FBI UCR.

But, without the fourth UCR violent crime of Forcible Rape there can be no four violent crime total for Chicago. So a grand total for the four violent crimes can not be computed for Chicago. Therefore, Chicago can not be ranked with other cities which are compliant with reporting data for all four violent crimes.

The reason Chicago is absent from the violent crime statistics is because the FBI Uniform Crime Reporting Program requires the reporting of the violent crime of Rape.

However, the Chicago Police Department reports the crime of Rape as “Criminal Sexual Assault.” Therefore the CPD deviates from the UCRP and so the Chicago statistics for violent crimes are not included in the UCRP.
