City limits penetration into surrounding low crime suburbs varies wildly form city to city. And that is the main driver in the ranking. A city like St. Louis is only 1/10 of the metro area — few folks live there. But if it extended its boundaries out into the suburbs, as Oklahoma City did, then its ranking in your list would change dramatically. You need use CONSISTENT boundaries for the groupings your are ranking, such as metro boundaries defined consistently by the federal government, or zip code boundaries, also defined consistently. Otherwise your “ranking” doesn’t reflect a person’s safety in any one place, its just how badly the ranking group failed to factor out all driver not related to crime. I can’t tell if I am safer in the core of St. Louis or the core of Oklahoma City from your ranking. Or the suburbs of either. But if I go to a metro area ranking, I know that the boundaries were not driver of the ranking, and I can compare apples to apples. And guess, what? I learn that St. Louis metro is a lot safer than Oklahoma City metro. I wonder how many people moved from the suburbs of St. Louis to the suburbs of OKC thinking they were going someplace safer — learning later that the “city” rankings compare just the inner 10% of St. Louis ranked agains nearly the whole metro area including low crime suburbs of OKC? Then, when the see metro rankings, they find out why they got robbed in Oklahoma City. That metro is more dangerous than St. Louis metro. The wild difference we see between city rankings and metro rankings it totally explained by shoddy methodology of the city ranking, which doesn’t account for inner core city limits. That’s why your city ranking always shows cities with far flung city limits — like Western cites always rank a lot better than inner core bound city limits — like Eastern cities. But not in metro rankings, where the boundaries are all consistent. There Western Metros like OKC and San Antonio rank far worse. Please use metro or zip areas, not city limits, so finally you will be compare apples to apples and not apples to oranges — one of the core rules of statistics 101.
